American Greetings and City to Finalize Finances

City Council will meet Friday to vote on tax-exempt status and many other details for the planned development.

Westlake City Council is set to vote on an ordinance laying the legal groundwork for the American Greetings world headquarters and Crocker Park planned expansion. The agreement details tax exemptions for the property, infrastructure to be provided by the city, service payments from American Greetings, provisions for the school district and much more. “This is the agreement that solidifies what American Greetings promised the city and what the city promised American Greetings,” said Mayor Dennis Clough. “It doesn’t approve the development plan, but it at least gives parameters. Crocker Park, City, Schools Work Out Development Financing

Representatives from American Greetings, the city, schools and Stark Enterprises are finalizing a tax abatement deal as development moves forward.

The city of Westlake and Crocker Park developers are working out the details of a tax increment financing agreement as expansion plans, including American Greetings headquarters move forward. “None of the details have been finalized,” said city Finance Director Prashant Shah. “We’re looking at a lot of drafts and there are a lot of people involved.” Representatives and lawyers from the city, school board, Stark Enterprises and American Greetings are considering a proposal for a 30-year property tax exemption for the new development. To assist in infrastructure construction, the city would issue non-tax revenue bonds in the area of $40 million for public infrastructure like streets, water lines and sewers, as well as parking decks. “$40 …

Crocker Park Nears Capacity as Developers Plan to Double in Size

Claire's will occupy the second to last remaining retail space at the mixed-use shopping center.

As developers move forward with plans to double the size of Crocker Park, the mixed-use venue is reaching capacity. The newest store, Claire’s, will fill the second to last retail spot. According to Steve Rubin, chief operating officer of development firm Stark Enterprises, there is only one small space left on Main Street. “Everything else is spoken for,” he said, adding that developers are in talks to fill the 15,000 square foot area. In the past few months, Anthropologie, B Spot, BCBG, Bath & Body Works and LOFT by Ann Taylor have all announced plans to open at Crocker Park. Crocker Park Expansion Plans Raise Concerns for Neighboring Residents

Plans to nearly double the center's area and rearrange office space have residents and developers in talks.

Stark Enterprises's plans to nearly double its area and rearrange office and housing space have some residents concerned about the hustle and bustle coming to their backyards. Crocker Park, which is nearly at capacity now, is hoping to expand to 3 million square feet. The addition of a seven-story office building connected to another six-story building for American Greetings offices, along with three four- to five-story garages has residents asking questions about their situation next to tall office buildings instead of a housing development. “I’m really concerned about building height,” said Pat Delvecchio, a Wyndgate Court resident. American Greetings plans to move its world headquarters to Westlake by 2014, bringing thousands of jobs and millions of dollars in spin-off developments.

American Greetings just put Westlake on the map.  Following today’s announcement that the greeting card giant will move from Brooklyn to the far-west suburbs in 2014, new details have emerged that reveal the wide scope and vision of the project.  American Greetings plans to build a 700,000-square-foot world headquarters next to Crocker Park.
