I cannot believe that the powers that be consider this an over the top expense. I used to live inRead More an Eastern suburb where we had sirens. They tested them every month on the first of the month. When you heard it on the first you knew it was only a test. I certainly think that the citizens of Westlake are smart enough to figure this out if we had a similar procedure set up.
